Version 1.13 patch (Build 113)

- Fixed USB joysticks not being detected. At least some USB devices were being
ignored completely during detection.
- Fixed problem with UDP packet length that could cause some clients not to be
able to connect to some servers.
- Added "debuginfo" and "logfile" switches to the dedicated server.
- Internal LithTech console variables (such as UpdateRate and various debugging
flags) can now be set from the dedicated server console.
