You must have the latest Allies and Talk System mods installed.
Also, FIII uses skins and graphics from the 'Fugskins' Mod previously released with FugitiveII. Please make sure this mod is installed.
FIII will run without FugSkins mod, but several characters will have no textures and certain icons will be missing. If you install FugSkins mod after installing FIII, just uninstall/install FIII to get the new graphics stuff.
