Description: Age of Wonders v1.31

This patch fixes two bugs, including an AI bug that causes parties to occasionally attack cities they could not hope to defeat. When an ally attacked a location an instant before the AI tried to attack the same location, sometimes the AI would attack his ally. It also fixes "Fast Combat" bug that sometimes left negative Channeling Points after casting spells.
