Rally Championship 2000 v5.27.0

Upgrades the game to version 5.27.0. The patch makes fixes to joystick issues, adds secret cars, adds user variables, and more. See "more info" for details.

Changes:

-3 axis joystick code all works now

-mergejoy=1 (ral.cfg) now works again

-secret cars available now

-lots of extra replay cameras

-supports user configurable driver list: var\name.cfg

-user configurable variables (ral.cfg) for tweakers (see patch.txt)

-load saved game no longer overwrites keyboard and controller settings

-steering sensitivity now used in arcade mode

-several fixes to network code

-other minor fixes
