Open DM-TickyTicker to see the clock. To set the clock you must run the map with the "UTMutator_HandRotator" mutator, then type "mutate setclock hh:mm" at the console.
If the clock isn't keeping good time, then you can adjust the speed of the clock by typing "mutate adjustpendulum height", where "height" is a number. A positive height makes the clock faster than default, a negative height makes it slower (note that numbers outside the range +/-50 might cause the pendulum to hit stuff).
The clock is supposed to make a ticking sound, but this stops after a while or may never be heard at all, due to what appears to be a bug in UT3.
