The vault was built to house a Special Forces unit of the U.S. Armed Forces. Their unit was activated when the attack was detected which may have been a prequel to an attack by conventional forces. They were to remain underground and emerge afterwards to do reconaissance, collect intelligence, disrupt the enemy and also to train and arm a resistance movement if that proved nesecary.
The unit waited 8 years patrolling and were unable to locate any enemy or organized U.S. Armed Forces. Faced with the realization that the attack and assumed U.S. counterattack was so substantial that civilization as it was known may have ended. They decided to settle the abandoned town below their base. They settled in and formed a community. Fortified the town to protect it from some wandering outlaws, most of whom were dealt with by deadly force.
Now the last remaining descendant of the units Commanding Officer protects the Town and the vault from anyone curious enough to get too close.
