This is an expansion to the imperial city. Currently the Arena, Market and Elven Guardens all have near complete Underground sections will undergo a little more "tweaking". The Underground sections for the other three sections are still to be made. With the Talos plaza currently under construction.
Location
========
This mod is located below the imperial city with all access points to it, in the ditches just outside of the imperial palace district. Currently only in the Arena, Market and Elven Guardens. Talos Plaza section just started. As well as a few houses in the Waterfront District, now having basements.

Details
V1.2
Enlarged and rasied all doors leading to the Imperial city.
Slighly Darkened some of the lighting.
Completed the "entrance cooridors" so it's now accessable from all six parts of the imperial city and you can wallk all the way round the
circle.
Made the exterior section of the Talos Plaza Lower Sections.
There are currently two houses and most of a restaraunt built there.
There is now a Guardener for the Arboretum.
Improved the Mausoleams
Buying Guide books from the Lower Libary is now fixed (possible).
There is now a ship which comes and goes from the waterfront district.
The "mules" Now carry crates.
The Warehouse in the Lower Market District is now built.
Changed the "mules Packages a bit in line of Ship and new warehouse
The Lady in "Ink and Text" now sells all she should. =======

The Expansion in the Lower Elven District is Nearing completion with all the planned buildings now been populated.
The Lower Arena District Buildings have all been populated
Expansion under The Talos Plaza District has begun with The entrances and connecting Corridor now in place.
All the shops now open and close.
Fixed bug at "Threads" Where shop Keeper wasn't there.
Fixed Bug where the mobile trader in the Elven guarden didn't have anything to sell.
Variouse other bugs have been fixed.

Now there are Signs for the shops in the Market District
Expansion to the Lower Arena District with a Bar and a few houses.
Expansion Of the Lower Elven District
Now a Magic shop in the lower Market District
A Couple of new Armours (retextred ones)
A lot of the shops now close at night
Some of the Lower Market District has been split so it loads a little quicker.

At the Momment only the Lower Market District Is Close to Completion with a load of new retailers, as i found it quite annoying that
i had too much loot to sell to the current retailers.
The Elven Gurden and area lowers are currenly a Corridor. With the main part of the elven Gurden not accesable as it's still under
construction.There Are also some Basments in the Poor part of the water front.
Install
=======
1. Extract to your oblivion folder.
2. Check ICEXAND.esp
Uninstall
=========
1. Start Oblivion Launcher, click Data Files, uncheck ICEXPAND.esp.
2. Delete ICEXPAND.esp
3. Delete The ICEXPANDED Folders From the Data, Textures and Mesh Folders
