ICE, which stands for Item Config[uration] Editor, is basically a Quake 3 mod that seperates a map and its map items into seperate files so you can change the item layouts in maps as you please.The possibilities from ICE are numerous but include:
giving tired maps a new spark
changing item layouts for specific groups of players e.g. LAN events
running maps with multiple interchangable item configs
giving competitive players a way to get more maps, given most think there are few maps that satisfy item layout criteria for competition.
Concepts which are on the list to be investigated/implemented include:
maps with multiple mod support but only one bsp file
the concept of "shell" maps, where items are not included. This would allow different types of players to create different layouts (for different gametypes), and allow level designers to concentrate on artistic aspects
A plugin or similar for radiant for the above two items
